31 JAN 1865: US Congress sends Amendment 13 to States for ratification

9 FEB 1865 General Assembly refers the bill to Judic. Committee 29-24
        (in other words it was "buried in committee" and not voted on)
29 of 44 northern counties' Representatives voted for referral.
        (10 voted for referral, 5 were absent or abstained)
14 of 16 southern counties' Representatives voted against referral.
        (2 were absent or abstained)

16 MAR 1865: NJ Senate rejects 8-12.
12 of 13 northern counties' Senators voted against ratification.
        (1 voted for ratification)
7 of 8 southern counties voted for ratification.
        (1 was absent or abstained)

6 DEC 1865: Required three-fourths of the States ratified.

17 JAN 1866: NJ Assembly ratifies 42-10.
